The speaker is Joe Michael Cobb who was a brilliantly articulate spokesperson for the Libertarian movement. I found this interview fascinating when I first saw it on TV and still find it fascinating today. His staunch and articulate support for making cannabis/marijuana legal made sense to me.
Joe Cobb is a prominent figure in the American libertarian movement, known for his extensive contributions as an economist, editor, and political candidate. In the mid-1960s, Cobb served as the editor-in-chief of the New Individualist Review, a pioneering libertarian magazine that featured contributions from notable thinkers such as F.A. Hayek and Ludwig von Mises.

He was Deputy Director of the White House Office of Policy Information in 1982.
Staff Director of the Congressional Joint Economic Committee from 1990 to 1991.
Chief Economist for the U.S. Senate Republican Policy Committee between 1992 and 1993.

Cobb actively participated in electoral politics as a Libertarian candidate and ran for California's 48th Congressional District in 2000 and 2002. He also contested Arizona's 7th Congressional District in 2012, 2014, and 2016.
He was a staunch advocate for monetary reform and was instrumental in the passage of the American Eagle Gold Bullion Coin Act in 1985, which authorized the U.S. Mint to produce gold bullion coins.
